MEMORANDUM FOR THE MAXIMUS KIM OF THE 30TH SURVEILLANCE EXPEDITION

Background: A riot in Kyrgyzstan, Asian Continent; Government protestors in the City of Bishkek topple government, forty subjects reported dead.
Activities: I took my hovercraft and observed an on-going riot in the City of Bishkek, Kyrgyzstan. The Police fired crude metal and synthetic projectiles at large groups of angry subjects throughout the day. Over four hundred-(400) subjects were injured, while over forty-(40) were reported dead.

Operations: The protestors overwhelmed the Police and took control of the government buildings in the city. The ruler of Kyrgyzstan, Kurmanbek Bakiyev, was forced to flee in a crude hover vehicle called a Plane. The government protest began after subjects became infuriated with rising cost of Utilities.
Divisions: The ruler, Kurmanbek Bakiyev, is under intense political pressure from his subjects that are against allowing the military power from the North American hemisphere, the United States of America, to conduct military operations from an Airbase in the country. Bakiyev is also considered an oppressive ruler in the region. Inside the region he has opposition, a former Parliament member, Omurbek Tekebaev, demanded that Mr. Bakiyev and the rest of his government resign after protestors gained control of most of the government buildings and television stations.
Responsibilities: THREAT – A region of Kyrgyzstan, on the Asian Continent, { 37.53.24.59 N, 81.07.56.07 W }, has an Army and supports a Airbase owned and operated by the large military power called the United States of America. A large scale war is not anticipated at this time, however, I anticipate that Kurmanbek Bakiyev, will deploy military forces to contain and suppress the protestors and regain control of his subjects. The question is does the opposition leader, Omurbek Tekebaev, have the support of military leaders in the country to suppress any attempt by Bakiyev to regain control of the region. THREAT: A change of a nation’s ruler by force may be imminent.
Terms for Indexing: Plane is a crude hovercraft that flies above the surface. The plane deploys carbon-based products to gain energy to lift the structure above the surface. Television Station is a communications structure that promotes political propaganda and consumerism for powerful corporations. Utilities are industrial enterprises that deliver basic goods such as: water, heat, raw materials and communications services. Airbase is a structure and plot of land where armed hovercraft deploy from for military operations (THREAT).
